Can't Login nor connect CMS

I get this error in my log file when trying to connect  or login.

 Unexpected exception in CloudFIle::lookupFromDb: Unable to connect to the database, can not quote

I haven't been able to login for months everything tried but it still won't work. Yesterday it logged in once. Fluke probably. I have changed the password, but no go still.

I can connect once the DazStudio is open. I can click on start cms and it will connect, but I can't login to install content or see the store.

I have all ready uninstalled and reinstalled bot the content and DS. using the latest DS. I don't know what else I can do.
